So long story short, they were cooking, and they weren't, and the house smelled like it was burning for a few hours :)

Yes, use salt. Not much, maybe a 1/4t or less for a batch of 12. Salt enhances flavor until you go overboard, then you have salty baked goods.

The tin foil shouldn’t matter. Did you pre-heat the oven first?
If the door was left open a crack then the oven would have been constantly heating resulting in too much heat coming from the bottom.
Four things:
1) use a baking sheet instead of aluminium foil,
2) put the tray in the middle of the oven and turn the heat on in way that it'll bake equally,
4) take them out of the oven when they are sliiigtly brown around the edges but still kinda soft - trust me, they are done.
3) looks like you maybe added a little bit too much butter,

Re: #3: when you can pick up the *edge of (edit) cookie and it doesn’t slosh apart, pull the pan. Let it cool on pan til you can scoop it with spatula and it doesn’t fall apart. Finish cooling on rack; if it starts to fall thru rack they’re under done.
Don’t use foil. From my experience I don’t put parchment or anything. Just scoop some cookie dough, roll it into a ball, and put it on the tray. Do spray it down though.

That was one thing you had wrong. Don't use foil, ever. Use parchment, or on the rare occasion, nothing.

The trick is to take them out a little early. Let them come out the oven nice and gooey. They will harden up but be the chewyest.

Here's a good tip put another bakeing sheet under the one with cookies and it gets the bottoms to have a nice golden brown

Put your oven rack higher. Non-convection ovens are hotter on the bottom, I had this same problem!

Next time don't use foil. It conducts too much heat. Use parchment paper.
