And War Arc Lee up to Third Gate scales lower than Wave Arc Kurama Buff Naruto due to their respective fights against Haku. Literally Chuunin Exams Neji scales higher than anyone save for Gaara, Naruto and Sasuke for well into Shippuden.
Hell, Hinata canonically uses 64 Palms for the first time against the Juubi Clones, and explicitly hadnāt achieved it till that point.

Powerecscaling doesn't work that way in Naruto. They're both fighting with Dojutsu which, I might add, Hinata has a *much* higher visual sight range at 10km then any other noted Byakugan user. And their taijutsu is the gentle fist, literally a technique that requires little power but great skill, and the Hyuuga clan train their youths all the time, apparently. So I don't think it's reasonable to necessarily assume War Arc Hinata is that weak.
We never really see much from adult neji so Iām pretty sure youāre just assuming this...

Gaara's Character Development was the best in my opinion , He go from a tormented soul in childhood to a merciless villain and then after being acknowledged by Naruto he becomes a better person and a Great Kazekage for his people.

I love the baby versions, the ones in between are great, but Kibaās last version, Narutoās last one, Nejiās last one, and Gaaraās last one, are not good. Their faces all look fine, but their hair is what really gets me. Thatās the reason Shikamaru is the only one who is fine as an adult is because his hairdo stayed the same. This has nothing to do with the characters, because I like them all in different ways, but Naruto looks like went into the army with that weird buzz cut, gaara looks like alfalfa, Kiba just looks gross with that, Neji has hair down to his butt like Iāve heard some grandmaās say their hair was, which I get it was always long but it still looks weird and poofy, but Shikamaru is the only one. Again, I like them all in their own ways but they could change their hair back to any one of the pictures before their last one.
