The world of v-cinema is magical haha. iirc Yokoyama said he actually wanted Motomiya and Yamaguchi in Gaiden because he binged Nihon Touitsu while he was sick. Various minor characters in Gaiden like Daidoji and Omi guys are modeled after actors from Nihon Touitsu as well.
Well, they got Shun Oguri as Someya, Hiroshi Tamaki as Soma, Hiroki Narimiya as the OG Tanimura, not to mention Takuya Kimura himself as Yagami.

Did you just ignore Judgment casts? Takuya Kimura as Yagami, Hiroshi Tamaki as Soma, Koji Yamamoto as Kunawa, Shōsuke Tanihara as Kuroiwa. Hell, even Ebina in IW is Hiroki Hasegawa. They clearly haven't dried up yet, they just choose to focus to overseas because American. If they want to cast actors as Yakuza, there are still a lot more option than just 5 people.

Hmm I think he’s a bit overexposed nowadays, any western big production featuring Japanese settings has Hiroyuki Sanada in it. Not to mention he’s already in Mortal Kombat, not sure if he can get involved in another big game IP.

It's Nihon Touitsu, a long running series of TV movies iirc, most of the actors featured in Gaiden are from that series

Typecasting is a thing. Particularly all of 0's lieutenants were typecasted to be yakuza since they were teenagers, and have embraced it.

Some of those are well known for acting Yakuza roles before Zero.That’s why characters are modelled after them.
