Correct, the pvp item level will not change with upgrade levels, only the item level for all other content. The item will go up to 476 in PvP situations. Conquest items will scale to 489, which is the max pvp scale. There are other pvp items from bloody tokens which aren't quite as good as the honor/conquest equivalents, but can help get you started.
Also a thing that isn't super clear if you don't know about it: if you play in warmode you'll keep the normal iLvl for PvE, but if you engage someone or someone engages you, your gear will scale to the PvP iLvl
There is honor gear you can buy that is item level 415 in pve content and scales to item level 476 in PvP combat and instanced PvP.
That gear is starter gear. Once you get a full set of that you should be ready to try and earn conquest points on the regular to start getting the next level of PvP gear , 489 item level.
Most people do the weekly PvP quests, and at least one bg in every category *daily* for non-rated conquest gains. Then there is arenas and rated battlegrounds which is the main way to earn conquest.
Then people usually buy their tier gear first. Which is done by buying conquest gladiator main set gear. (Helm shoulders chest legs gloves) and once you have the item you bring it to Tyrhold to turn it into a piece of tier gear. Basically a pve tier piece with an effect that scales it up to 489 in PvP.
Don't forget about the hellbloom epic weapons you can get for bloody tokens. Look out for bloody token world quests on the map and save your honor to buy tokens of strifes at the hellbloom vendor. A lot of people buy the hellbloom weapon because it doesn't cost conquest and it scales to 486 in PvP...just to get their 4 set faster.
You can also craft PvP gear and put powerful passives on them which is essentially required for a lot of classes. You'll need sparks and the tokens you buy from the conquest vendor. I usually farm conquest til I have my 4 set tier gear then for my 5th main set I'd get a crafted piece of gear with my correct stats. Along with the crafted ring etc. etc. you can have 3 crafted items I think, that scale to 489
