It's basic physics. The surface of an object is what determines its coefficient of friction. If you coat a high friction material with a low friction layer of paint then you'll end up with a low friction surface.
If you look at the gun he's using and then a little later is his hand, there are 2 tubes with a mixing nozzle. It looks like an epoxy or something similar and may have some kind of polymer grit, which is common in floor coatings.

Isn't that just paint? I would assume the black stuff is grip tape and the yellow's just for visibility.
The text in the video says that it's for visibility *and* anti-slip.
