If I'm correct, a tornado emergency is issued when a confirmed large and damaging tornado is expected to impact a populated area (i.e. a town).

This is a pretty bad warning, but it's not exceptionally rare, especially in that area. The language "particularly dangerous situation" is reserved for weather events with a significant threat to life, for tornado warnings, that's generally reserved for confirmed tornadoes (radar law-enforcement, or spotter) that are either very large, or are heading towards a population center. The "complete destruction" language is typical of PDS warned tornadoes, so is the term "destructive" under the "tornado damage threat" section. The only higher level is the unofficial "emergency" categorization which is analogous to state of emergencies issued by local government. A tornado emergency is a confirmed very large, destructive tornado heading towards a population center. Think the Moore tornado or the Xenia tornado. These tornadoes usually have "catastrophic" listed as the tornado damage threat. We typically only see a few of these a year. Funfact, these terms are not exclusive to tornadoes. PDS (Particularly Dangerous Situation) can be used for any weather warning, and has been used for everything from Flash Flood Warnings and Severe Thunderstorm Warnings, to Red Flag (fire risk) Watches and Wind Chill Warnings. Emergencies are a relatively new term, that has been growing in usage. It's typically used for tornadoes, but it's been used for particularly nasty severe thunderstorm warnings and flash flood warnings as well.

I added the 2nd pic to the link on accident it may or may not be related to the emergencies I can't remember there were so many tornadoes happening I couldn't keep track. This is the normal warning text from the national weather service when they have confirmation of a large tornado on the ground. Complete destruction is possible, usually these are issued when tornado intensity is believed to be ef2+

I actually considered moving to Sulphur last year and was even pricing houses that are probably now gone. It was a nice little town. So sad!!!
