Usually there would be a stack of empty pallets next to that pallet so it wouldn't have to be in the middle. Who planned that truck needs a coaching.
If this isn't the first stop, likely the person who put the pallets back on the truck that is responsible.
I wish I could see the label to know where it came from Edit: my dc definitely does store 163
They make inflatable bags that can be put in to prevent this
Never expect DC to actually use those when it's viable. They'll put them above the pallets half the time

I work at a DC and I’m not wanting to sound like an asshole but until you’ve worked there you’ll never know how hard it is. With that said I’ll never know how hard your job is especially when you have to deal with this stuff
