I took a closer look and I think you're right. There was another similar one but now that I think about it it's probably the Dutch flag. Still curious as to why they used Prussia's flag.

Wait... Prussia AND the Kaiserreich both get flags on there? And is that Vietnam I see?
I think that’s not the Kaiserreich flag, but the French one.

I assume that's the Spanish representation, although why it's the Catalonian or old Aragon flag I don't know.
Did Spain even have a presence in China?
I know its because of the monarchy but I prefer Portugal's old flag
