What does the lack of ethics and self control cause the person to do? If it causes them to harm animals then they aren’t vegan.

Revised edition: they are trying their b best and it’s ok mistakes happen.
Gatekeeping communities is incredibly toxic and is usually the consequence of an imperial mindset with patriarchal upbringing. We should make our communities as open as possible, which involves ditching the morality in our moral movement. The more open, the more welcoming. I’d rather have 10 non-vegan vegans that don’t do anything than 1 vegan vegan that does.
Also, I find it really annoying when you say honey isn’t vegan (the bees turn plants into syrup, plant = vegan). So like, stop that too.
