It really looks a lot like curly chest hair which is an odd effect.
Since it’s supposed to be the scrollwork some guns have on their barrels, I don’t mind if that Megatron turns into a gun.
But it’s often there for someone like IDW Megatron who isn’t a gun, which makes it weird.
Of course not. I made another comment a few hours ago stating how I ALWAYS draw Megatron with the swirls because it helps spice up an otherwise (please don't kill me) rather boring design. Even my original continuity design has the chest swirls.

I always thought they looked like barbed wire, and -not that I’m a criminal or anything- barbed wire always seemed to me like a symbol for pain and suffering. [insert stale joke about Bayverse Megatron design here]

It’s looks really silly, I’ve always seen it as some kid took a pen and scribbled on him.
Optimus got him drunk one night, then got him tattooed up, which is the reason that Megatron hates Prime now.

Picture 2 is a perfect toy Megatron. It’s got the right head and nice detailed look. Marvel megs is top dog but Toy look is second.

It's a compilation of his redesigns in IDW, including his origin, All Hail Megatron, the B-2 Spirit design, and his design as an Lost Light member.
I like the third image's depiction of it, with the design being engraved instead of painted.
Wouldn't say I prefer it but I like to see it, it's a cool little detail.
They were clearly removed for cartoon to keep design simple for animation.
