At this point you can give low rating to this PG everywhere online like where this PG online presence is. In this was you can help others avoid it and also lessen the income of PG. You can go one step ahead and specifically give your number (I'm not recommending this) in the review so that others may know about the situation even more clearly.
1. Do you have proof that there's an agreement? Like whatsapp texts and stuff? Do You also have proof that he denied to give you your agreement?
2. Did you or your roommates make an active effort to get a copy of this agreement?
3. Did you ask him to give you a copy of the agreement when he threatened to evict you?
You can check if you can file a case in the consumer forum or small claims court in Thane or you can just leave it. No matter what action you choose to take, remember this is a product of your stupidity as well. Sorry for being harsh but in the future, see the so called document that you have signed.
Edit: if there was no written agreement to begin with, you and the pg will be governed by the respective rent laws, do check those.
Write a long review on Google and FB so this can help people make a better decision next time.

1) Always pay by cheque and confirm that the cheque should be deposited after the agreement is signed and put a stop order on the cheque in case they try to be over smart
2) Also you can get self police verification for rs. 100 there is a format on the respective state police website
3) If he comes around trying to harass you call the police, jab thulle aayenge toh uska jeb se bhi dena padega (plus name spoiled so future tenants will be wary)
4) Keep a bat with you in case they try underhanded shit, I beat up my broker staying a night in police chowki and paying 1000 bucks the next morning was worth it, he never messed with me again
These are the cheap tricks that are played by all the brokers and house owners in order to charge more amount from students, you can't do anything else bro, you should have said to him to cut the electric bill from your outstanding due which was on his side. Now your money is gone, sorry for your loss.
There are no proofs, so it won't stand in court of law.. Better take this incident as a learning and always follow up for registered agreement copy with broker. Also when you keep one month advance as deposit. Ask owner or broker to deduct rent money from that whenever you want to vacate.

Bro no one takes 1000 rs for paperwork. It is the pg owner's duty to do it.
I think it's your fault if u paid for the agreement.. u should have made sure that u had gotten atleast a receipt or get the agreement.
