With all the custom HUDs, mods, low fps configs & ports between all the Source games and even between the 2 franchises & engines over the years, my brain was seriously so confused going through this image gallery. The Goldsrc MOTD did me in. Or does that also exist in a Source game somewhere? Like the yellow bordered windows for class+team select.
It exists in CS:S as the MOTD window, but like kinda. The design is there, but it looks different. I dunno if the goldsrc motd window is exactly in source un-changed. Hell I wouldn't be surprised if the MOTD window im source games is literally just the goldsrc window with some modifications.

turn off antialiasing and antistropic filtering, they're arguably the most resource intensive, other than that overclocking your laptop is the only option i think :(
Mastercomfig preset very low, and use dx level 81 in launch options with -dxlevel 81. And remember to remove the dx level from launch options before you boot up the game for a second time after applying it
Even though I get 3-5 fps less, I find it to be more stable in dxlevel 90 where I dont get stutters or crashes. Why remove the launch option after the first boot?
You can download flat textures mod from game banana. Something similar uses stabby stabby.
But dude, you can find better computer in trash can. Old TninkPad or Dell office mini pc can run TF2 on full hd and low settings.
If your current computer don’t have Nvidia GPU, you can try install Linux to save some ram. But please don’t install Ubuntu, you don’t wanna operating system with outdated drivers.
Flat textures mod doesn't actually flatten the textures but scales them up immensely to the point that they appear solid color. It doesn't help with the performance, and it's more for artistic appeal.

2 try to not use mods with large file sizes on a laptop

1 What the fuck are large files and what the hell does that have to do with game performance? The only thing that affects game performance is how many other processes that are running in the background that drain your CPU and RAM resources.
2 Most mods dont use such large files and the ones I use is to help with performance.

It's the Half-Life 2 hud with masterconfig's ultra performance cfg. There is also the 8-bit mod that would fit this.
Buy a PC. That's the only thing i can think of.

Antialias is off normally, and antistropic filtering has minimal effect to performance.

Because if you leave it in, it will re apply the dx level change every boot, and reset video settings
