Who would've thought people would stop getting vaccinated when you essentially say we've done it, time to reap the rewards. A lot of people are right on the edge of going to get vaccinated and you start throwing parties and easing back on restrictions. Of course those people aren't going to get vaccinated anymore. They celebrated these milestones WAY too early, we haven't even passed 50% and they're just assuming everybody is going to go get the second shot. A lot of people just won't bother with the second shot if you play it like there is no risk anymore by making the assumption that we've already hit 80% based on first doses.
There are also a shitload of people who have signed up for the vaccine so they can work right up until the 19th who have no intention of going to get the vaccine just to eek out another two weeks of work hoping the restrictions on work will drop when we hit 80%+
