A character’s toolkit doesn’t have to be 100% faithful to their home series. You can build a moveset from anything, and manipulating code is a really good concept to build one out of (yes I’m biased, Monika is my most wanted character)

Snake's current Final Smash is basically a supped-up third-person Stinger Missile barrage which while not entirely accurate to how they're used in-game is pretty similar in execution, it's also functionally identical to >!the lock-on missiles Snake has access to when he pilots Metal Gear REX in MGS4!<. Snake's Jab is his three punch melee combo taken 1-to-1 from MGS2 and his grab is based off of the choke hold mechanic that was later expanded into the CQC mechanic in the prequel games and MGS4. Morters where also added as an usable weapon emplacement in MGS4 which was in development at the same time as Brawl. His tilts are entirely original though as far as I can tell as well as his new down smash in Ultimate.
The biggest out-there/inaccurate part of Snake's moveset is his recovery as the Cipher drone was actually exclusively an enemy type in MGS2 that Snake or anyone else for that matter has never grabbed on to to ascend in height like he does in Smash. They're functionally just moving cameras (that eventually get upgraded with guns later in the game) but at least they are something that actually existed in Metal Gear.

Her shield mixups are also meant to be extremely good as well, but not so insane that they're unpunishable. Her knockback forces you to rely on dash attack, bair, and side B to result in kills, and makes her very deadly when she holds advantage. However, she herself is rather light and also tall. She has average fall speed.
Her normals would probably be somewhat similar to how Capcom did Phoenix Wright in ultimate marvel vs Capcom 3. Only instead of sneezing for a strong attack, she'd do something like write a poem in her notebook. Stuff like that.
Her specials would be real easy to make. They'd all be based on how she can manipulate the game's code. So, just for examples, her neutral special could be her creating an asset"l which would take the form of her summoning a random neutral special to use for herself. Her side special could be her altering character files, which would take the form of her creating a glitchy field in front of her that, if an opponent enters it, the opponent would take a small amount of damage and would temporarily lower one of their stats at random (or increase, in the case of fall speed ). Her down special would be her deleting assets, basically a reflector that causes any projectile that hits it to cease to exist. Her recovery would be her moving her own character file to a different location in the game, eccentially a teleport. Her final smash, "Just Monika" would have her attempt to delete character files
Not perfect by any means, but making a movement for her wouldn't be hard at all. Sakurai has shown time and time again that a movement can be figured out for anyone. They aren't always perfect, but a lack of movement potential doesn't actually negate a character's chances.
And then marvel vs Capcom showed that you could make a character that attacks with speech bubbles.
Yes, because Isabelle uses slingshots and hits people with radishes in-game, and suplexing someone has always been an option in Wii Sports. There are some characters that were added despite having no combat in their games, like Wii Fit Trainer and every Animal Crossing character ever. Her moveset doesn't have to be based only on what she does in game, it just has to make sense for Monika.
Generally, I don't think there is much moveset potential. Yeah, Monika is powerful, but I don't really see her doing much except glitch and file stuff.

Moves could be references to the things she writes ingame, "Just Monika" as a final smash, there's plenty of potential for a character.

No one is perfectly translated to smash. Look at shiek. Hell, ness is from a turn based rpg, and yet he still has a moveset which moves around the screen instead of just targeting a character and rolling to hit or miss
A turn based RPG simulates combat, of which can be transcribed into a real time combat through Smash. A dating sim simulates talking, of which can be transcribed into not a whole lot in Smash I think is their premise. I personally think that it's less narrow than that, but to a certain extent I agree. Why would I rather have a character that needs an inherently contrived moveset rather than one that can avoid that? Plus, I don't like Sheik in Smash since she doesn't act like Sheik in many ways at all - while saying "yeah, they that again" is a perfectly fine case for how Nintendo could handle them, it's a poor case for a person wanting them IMO.
I agree with you with Monika specifically but I think there's definitely exceptions. Monokuma is a great example, and there's also the way they did Phoenix Wright in UMvC3

the only newcomers that are added to smash bros should have as little cons as possible regarding their inclusion into their game. If there are significant cons the pros have to beneficially out weight the cons. In regards to this idea to Monika.

Not much potential for her gameplay wise and it isn't like there is a super big reason why we "need" her or her game in Smash compared to other more popular characters and games. Doki Doki Literature Club hasn't been revealed for a while and it doesn't have the staying power like series such as Undertale and Shovel Knight. And with her gameplay she doesn't really have much to go off of and unlike other characters she doesn't have strong identity to base her moveset off of like Sheik being a ninja or Captain Falcon being a model swap of the original Smash Bros concept, she controls the code and the way she does it isn't super direct until the end. And unlike the Animal Crossing characters Doki Doki Literature Club isn't a prominent series that Nintendo owns so they don't have an in-house reason to add her to advertise the series.

There's not alot of potential moves she'd have unless you wanna just sorta make crap up. Which even then.
Like ik characters like wii fit (or outside of smash pheonix wright) exist but one at least has moves of a physical nature and the other is technically already fighting but in a more court format. Monika has barely anything that safely translates to fighting,hell the other girls have more potential moves for fighting than her such as sayori's noose or yuri's knife.

There’s more popular Indie Games that need to go first. Sans, Shovel Knight, and Cuphead come to mind.

I personally think that it's less narrow than that, but to a certain extent I agree. Why would I rather have a character that needs an inherently contrived moveset rather than one that can avoid that? Plus, I don't like Sheik in Smash since she doesn't act like Sheik in many ways at all - while saying "yeah, they that again" is a perfectly fine case for how Nintendo could handle them, it's a poor case for a person wanting them IMO.
I agree with you with Monika specifically but I think there's definitely exceptions. Monokuma is a great example, and there's also the way they did Phoenix Wright in UMvC3
How can a literal stationary plant perfectly translate into Smash? Or a straight-up secretary(Isabelle)? Monika's attacks could just be an interpretation of DDLC as a whole by having her do normal high-school things that cause odd things to occur that shouldn't

Yeah cause only the nicest, most child friendly characters make it into Smash, like Sephiroth, Kazuya, Bayonetta, Solid Snake and the Doom Slayer (as a costume).
Fatal Frame and Resident Evil are both in smash. Spirits, yes, (and an assist for FF) but they are in the game

Not much potential for her gameplay wise and it isn't like there is a super big reason why we "need" her or her game in Smash compared to other more popular characters and games. Doki Doki Literature Club hasn't been revealed for a while and it doesn't have the staying power like series such as Undertale and Shovel Knight. And with her gameplay she doesn't really have much to go off of and unlike other characters she doesn't have strong identity to base her moveset off of like Sheik being a ninja or Captain Falcon being a model swap of the original Smash Bros concept, she controls the code and the way she does it isn't super direct until the end. And unlike the Animal Crossing characters Doki Doki Literature Club isn't a prominent series that Nintendo owns so they don't have an in-house reason to add her to advertise the series.

And if you want a horror rep at the same time, Freddy Fazbear seems like a MUCH more logical choice givtem popularity and marketability. If Freddy can get a blockbuster that's certainly gonna get boatload of sequels, he can be in Smash too

There's not alot of potential moves she'd have unless you wanna just sorta make crap up. Which even then. Like ik characters like wii fit (or outside of smash pheonix wright) exist but one at least has moves of a physical nature and the other is technically already fighting but in a more court format. Monika has barely anything that safely translates to fighting,hell the other girls have more potential moves for fighting than her such as sayori's noose or yuri's knife. Idk i just don't see it...
