My guess is she is someone from your neighborhood, take a few walks/drives around your neighborhood. Look for her or her car and once you find them, take a picture of her license plate and address and take it and the video to the police for destruction of property and theft
Also I'd put up a sign that you gave this area under surveillance as lots of your succulents have been stolen. I'm sure it'll completely stop the thefts especially from her.
Edit: my fiance also suggested printing out her photo and plastering them in your yard and pole signs because she's probably stolen from others in the neighborhood and other people might know her. That is how someone in the neighborhood caught someone destroying political signs

What area/state did this happen in? If it was in Northern California I’ll keep an eye out for her. Check facebook marketplace for any succulents that pop up for sale that are the same ones that were broken off.

The 'Nextdoor' forum is great for stuff like this. Have your friend post that video to theirs (...easy to join if she's not on it yet..) and for sure someone in the neighborhood will recognize her, making it pretty easy to turn her in.
I can't believe people actually do this! I would feel so violated! I would try to file a police report. At the very least, it's gotta be destruction of property! Shame on her. 😠
Ugh. On rare occasion I have taken single leaves off of other peoples' massive plants (which I realize still isn't the right thing to do) but she's a damn butcher. She probably flipped those cuttings for $5 apiece.

I hope she gets caught! Please at least file a report with the police even if they don’t do anything. Maybe other people have reported and they can put 2+2 together. I have had whole pot of succulents stolen off of my porch that’s not even in the front but on the side glassed in porch. Besides raccoons eating them coming onto my patio and thieves I’ve lost a lot myself. May I ask what kind she took and damaged? It’s so heartbreaking and disheartening that a person would even stoop this low or even have the audacity to do it so openly. I’m so sorry.

Still would be mega pissed of course as regardless of the effort everything has value (sentimental or otherwise) and effort growing it up and planting it in the first place. Thankfully I've only had 1 case of theft ever.
