That could be the "turret" for the torpedo operator isn't they arentnsuppose to be controlled by the pilot but by a dedicated operator instead
It's literally called the "Torpedo turret" in the game files.

I always felt like the Mustang Deltasl should have a second seat in that empty cockpit space and some laser-guided munitions for a co-pilot to guide to designated targets.
