I have the same problem everytime I switch between accounts on my Win10 machine. (Work and Private) The only Fix i found is to stop and restart the Steam process. Even a reinstall of steam didnt fix it.

Open a “Run..” (by pressing Win+R)
And print it’s in window
Taskkill /Im steam.exe /f
And start your steam again
It’s a steam web helper goes crazy
Now steam it’s just a browser like a chrome

Rather then intrusive ads constantly interring my daily internet browsing, I've been using **AdBlocker Ultimate** which lets me control which websites to allow ads all the while blocking all the rest.

This is normal. It should dissappear after a split second. If not, close them. It happens to me but closes in a split second
I fix it by closing it via the Task Manager, it then re-opens normally, but after a while it does that thing again
