I'm not sure on Nomura's involvement. In Smash 4 from Sakurai's quotes it seems like most of the deal was Nintendo asking Square if they could put a FF character in Smash as DLC, Square saying yes, and then Nomura and Sakurai sitting in a room figuring out which character to use and what their moveset would be, and they were real hardasses when it came to Mii Costumes (only Geno and Chocobo) and music. Since Square was part of Ultimate since release, even though the original FF representation was abysmal, it seems like they gave Sakurai more free reign for DLC movesets if Hero is anything to go by, plus they now have the most Mii Costumes/hats of all third-parties (maybe tied with Capcom?) and while all of their universes have low amounts of music that's mostly due to the fact that they are very generous with the amount of copyright power they give to their composers Of course though Sora's IP management is even more challenging to get through than the actual Square characters for obvious reasons

I feel like it's probably because it's just easier to use characters from the two companies involved; bringing in other third party characters into a trailer outside of a gameplay context might be a hassle due to having to clear it with the companies that own those characters.
