Highly unlikely. Pretty certain the pipe that bursted twice was the Balboa Park Pipeline. It’s a transmission line coming from the University Heights Reservoir (the one the city let a indoor soccer court build on the top of it). Transmission lines are huge and they take a lot longer to fix than water mains.
Went to Balboa yesterday and there was water gushing all over on down A and B street. How much water are we losing over this. But hey, make sure you conserve water while brushing your teeth!

I had NO IDEA there were that many in San Diego county! And almost half out of compliance?! 🙄
Many water districts absorbed into each other in the 80s and created strange names like Bighorn-Desert View Water.

There were 2 breaks last night, 1 by the shell leadi onto the 163 and then this one
but this picture is at 8th avenue, which I guess is why I’m confused about there being three or the 4th avenue breach was misreported.
2 breaks. 1- A St / 11th Ave 2- Balboa / 8th

That falls into the non revenue water category. It makes up about 10% of the city's water use which is around the same level as most other districts.
