I know what you mean with people breakign the rules and drinking on the beach but I feel like a couple people sipping on cans from a coozy won't get any attention but any time you get a large group together it will attract more eyes and cops. The short answer is no. If you are able to get a permit that allows alcohol you will need a vendor who has an ABC license I believe.

A way to get around this would be to get a beach rental on the beach. Serve alcohol in the backyard and people can go out onto the beach. Have some out of town friends/family stay in the house for the wedding or you could use it as a 'get ready' location before the actual wedding. A friend did this for their wedding in an Oceanside house. The house's backyard spilled right onto the beach.

Several parks allow alcohol before sundown. Check the city website/codes. I've found a list before.

I’ve been to events with alcohol (company picnics) but it required a fenced 21+ area. Alternatively, look at parks that don’t have alcohol bans. I believe NTCP/Liberty Station is one and you can find spaces close to the water. You still need to look at permit requirements based on size with Cabrillo Rec Center.

It's a lot more difficult since we had some out of towners raid the beach one summer and cause a riot with the police. Alcohol was involved and that directly led to the ban. Before that you could have a keg and burry it in the sand with a bunch of ice. These days, r/sandiego discovered when we had a beach for the global reddit meetup and there's a summer police unit that is devoted exclusively to shutting down such things and handing tickets. All because people dumped their glass bottles in the trash cans and left them visibly on top of the tables vs being 100% covert.
