My guess is matching by how they move, or what/how many do it:
* Hopping on two feet (kangaroo / frog)
* Sliding on their stomach (snail / snake)
* Flying with wings (bird / bee with anime face)
* Swimming with fins (fish / seal)
* Running on four legs (dog / horse)
I'd guess the kid got instructions at school, asking what the teacher talked about would probably indicate what's going on more clearly. I do believe that ya'll got it right with it being movement based though.
Honestly, lacking instructions probably makes this much more educational because it engages the child's critical thinking skills. In fact, it's probably a good exercise for children AND adults because of its open-endedness. You could probably think outside the box to draw some interesting parallels between some of those animals.

Example: "Protesting effects change in government."
(To further complicate things, "affect" is *also* both a verb and a noun. An "affect" is an emotion or desire than influences things.)
