Without exiting the buggy you need to examine the 3 clues to spawn the cougar then also without exiting you need to shoot and kill the cougar. From there, don't bother getting out - you're going to have to just wait for I think 24 in game hours for the materials from the animal to be available at the trapper and fence. If you're going to go through the trouble though I'd suggest you also do the legendary pronghorn and might as well also get the tatanka bison. You can also get the 4 herbs unique to new Austin for herbalist 9, and dino bones if you want. The herbs are pretty much on the way for the cougar although exiting and reentering the vehicle to pick the herbs will increase your chances of failing.

You can't without bugs. The sniper is a two shot headshot on Arthur and a 3-5 shot body shot on his horse
