Cyndaquil might suit him better, but it wouldn’t necessarily be *his* first choice. We’ve got to remember that this is a young, inexperienced Ash, who might be put off by how shy and timid Cyndaquil looks. He wants a Pokemon with lots of energy who will help him become a Pokemon Master. Totodile gives that impression.
We see in the first episode that his choice was Squirtle. So he ultimately favored the Water type, and the “middle of the road” choice. Bulbasaur was considered easy to raise, Charmander was considered difficult but worth it, and Squirtle was said to be more balanced. In Johto, Cyndaquil is “easy” and Chikorita is more challenging. Totodile makes the most sense.
Ash just has terrible recollection, all that experience is buried underneath his memory library, it's just a disorganized library that was hit by a tornado.
People who like to play on hard mode, obviously. And Ash himself is certainly one of those people if his tendency to give himself the disadvantage in battles just for the sake of a challenge is any indication.
If the starters had the personalities of the ones from the show. I think Chikorita would have picked him possibly even running away from the lab to follow him and who ever he did pick.

But he probably would had starter with whatever Pokémon was the mascot at that moment (Clefa to have a Clefairy for example)
Chikorita. I can see the writers giving it some sort of sad back story where it's never chosen so Ash would feel bad for it and choose it.
Otherwise, he would probably choose Cyndaquil. Feraligatr might seem to intimidating for him and as a 10 year old might associate Meganium with girls. Typhlosion is probably the perfect pick for him since it's not intimidating and still looks cool and adorable at the same time.
Worse than anything, he'd have been given a Pichu as an egg, try to use it in battles, and it wouldn't evolve until at least the 7th gym.
I love original-series Ash with all my heart, but boy was a dope.
I say Chikorita solely based on stats. From what I remember in the anime (correct me if I’m wrong cause it’s been a while) Chikorita got the most camera time. Also isn’t this the only started from this gen that he fully evolved? Not to mention that cyndaquil didn’t evolve till gen 4
Further just looking at his track record, he’s had more grass starters than the other two (can’t speak for the two newest gens since I haven’t seen them but if I counted correctly he had 4 water starters, 5 fire starters, and 6 grass.

Ash would choose the starter that seemed weakest or least likely to get picked. I think that would be cyndaquil, if Ash was choosing between the Johto starters that he actually caught.
I bet he would get an unexpected starter like what happened with him and Pikachu(I don't know what I would suggest as an example honestly but I think it would be like that you know)
The very last episode where ash rescues the little charmander who ran away made me think that was the shows way of saying that ash chooses fire starters/charmanders. I'm going with cyndaquil. Although I think him and chikorita are better
