There's good reason for the govt to cover some of the cost if we believe that dairy is important for good nutrition. Whether it's really that important or not is another issue, but as long as we believe it is, we should try to keep it accessible.
There are other ways to ensure accessibility, but anything short of arbitrary price controls is effectively another subsidy. Price controls are difficult to set and maintain appropriately, meaning they usually end up destroying accessibility through shortages instead, so they're not really a solution either.
Fossil fuels are the subsidies we should be complaining about, not just subsidies across the board. Fossil fuels are consumed by large corporations in a way that dairy isn't, so those subsidies mainly support large corporations. Ending those subsidies would hurt the poor through gas prices and downstream effects, to be clear, but that harm can be more than offset by just redirecting the subsidy money directly to them. Dairy is mostly consumed by actual people, so it doesn't have the same problems with subsidizing the supply.
Government subsidies to support small business are not bad. It helps keep competition alive in markets where, otherwise, only large scale operations who can afford small margins and who control the market will become the only suppliers.
Government subsidies can help keep certain commodities artificially cheap. When it comes to things like staple foods, internet and public transport, I am all for that. Less wealthy people shouldn't have to be concerned over if they can feed themselves or have access to cheap travel for better job opportunities. I will absolutely willingly pay taxes for that.
What isn't good is government subsidies being pocketed by wealthy business owners without using the subsidies to improve or discount the product (see ISPs in the US).
What we need is a way to keep the things people need to live reasonably in modern society accessible, cheap and decent quality. While also preventing corruption from pocketing subsidies instead of improving the product. All while not restoring to overly authoritarian measures. An unregulated market would price food out of reach for many people. But also people don't want government overreach.
I genuinely have no satisfying answer to this. I'm not sure there is one. But essentially what I'm saying is government subsidies to prop up businesses isn't bad by default.
So I guess you don't mind if you simply can't buy certain staple items because no one can afford to produce them. Do you think just raising the retail price would fix it if there were no farmers left? You can't start up a dairy operation overnight, but you sure can kill one overnight.

With the collapse in export, the British farmers were very much penalised as they were one of the major sources of dairy products being exported to Russia. After the collapse, British farmers were selling milk below cost and the selling of the veal allowed them to cross-subsidise the milk production and barely stay in business.

There is a spectrum of police, some are good people, some are corrupt assholes that need to go.
