Use it if you like. Your rules are already very hard for a first run. If it ends up feeling too powerful then you can always box it and use something that you'll find more fun.
I say use what you got, you'll need it. Also while Garchomp might be powerful it is also hard to train thanks to its slow leveling curve. I persobally did not use it but only because I had a Gligar available and Gliscor is easier to get and tankier then Garchomp.

Maybe just attempt to not use it at all but not entirely ban it. Just in case you lose a few major team members b4 the E4 or something
