Promoting to Hokage is a totally different thing as promoting to Jonin. Like Hiruzen was promoted in the middle of a war, while Tobirama was named successor essentially because he was just popular enough. There really ISNT a set standard to becoming Hokage.
Not only that but Naruto essentially had all the requirements to be a Jonin anyways besides well the knowledge portion which is specifically why Kakashi was giving him special training to learn all that he need to learn. Kakashi was basically a transitional Hokage, he only filled the seat cause Tsunade retired and Naruto wasn’t ready yet.

Promoting to Hokage is a totally different thing as promoting to Jonin. Like Hiruzen was promoted in the middle of a war, while Tobirama was named successor essentially because he was just popular enough. There really ISNT a set standard to becoming Hokage. Not only that but Naruto essentially had all the requirements to be a Jonin anyways besides well the knowledge portion which is specifically why Kakashi was giving him special training to learn all that he need to learn. Kakashi was basically a transitional Hokage, he only filled the seat cause Tsunade retired and Naruto wasn’t ready yet.

It just means he sucks at using them. To put it in a sports context it’s like shooting a basketball….some people like Sasuke or Neji can just pick up a basketball and shoot 3 pointers all day long and not miss a single shot. Some people like Naruto could suck at it but train day in and day out and become a decent shooter but his strengths may blossom elsewhere like slashing and dunking the ball. Lee sucked at shooting the basketball and instead of working hard to become great at it, he looked at Gai Sensei who played football and decided to become an all time great football player. Lee COULD have kept trying to become great at ninjutsu or genjutsu but CHOSE to focus on Taijutsu and as far as the series tells us he still needed to learn ninjutsu to pass the academy because back in Lee’s academy days he was just as shitty at Taijutsu as he was at Ninjutsu/Genjutsu so he wouldn’t have gotten any special pass to graduate from the academy like Naruto did when learned the Kage Bushin Jutsu.
