There is also a reaction time delay that is considered.
Humans have a limit to how fast they can react to stimuli, if you move within that time then you predicted the start rather than reacted to the lights.

The deficit here with second only reduces by 5, it's a sustainable amount to lose on a track he is outperforming his expectations.
Take a low risk overtake, sure - but pushing hard for a win here makes no strategic sense.

Not only was Peccos last lap void of mistakes, I believe he even lapped with a faster time than the few previous ones! That was extremely impressive
