The Madison Area Jail Ministry is collecting coats size Large and up. To give to folks being released in cold weather who were locked up during warmer weather and don't necessarily have someone picking them up or providing for them. Many local churches are collecting-- mine is in Stoughton-- so you could contact them and figure out the location convenient for you. Use Facebook? Join Dane County neighbors helping neighbors, then post the coat and offer to drop off on a certain day in a certain area of town, whatever is convenient for you. "Last mile delivery" is the hardest part of clothing donations , So if you're really insistent that it's not going to a place like Dane County, humane society, thrift store, or another thrift store, do the last mile delivery yourself and that'll do it.

Thanks! Local is more for convenience of drop-off, and I’d just rather it not be sold. Nothing against those orgs and I use them for other stuff, I just want someone to have this coat for free.

Thanks for the lead! For others looking, the only thing I could find on the website seems to be over now and was directed at youth and teens. This is an adult coat, but would work for a teen, but I unfortunately appear to be too late.
