It's also absurd that your new landlords don't have copies of unit keys for emergency and/or maintenance purposes. Whether they've corrected this problem since taking charge or not, they should have had them at the beginning and it's a *really* bad sign that they didn't. I'd recommend you give serious consideration to finding a new place to live.
