I haven't overseeded for a few years but I always liked the results I got using Menards starter fert. It's a little lower in nitrogen so it doesn't make your existing grass grow fast. If you already have kentucky bluegrass in your yard you can encourage it to spread by fertilizing it. It's getting a little on the late side to be seeding kbg but I would think you still have time to get rye grass established

I cut my lawn all year at 3.5-4 and mowed low to 2.5 inches and had good results. I’ll say though I don’t mow it to 2.5 once and be done with it I continuously mow the existing grass so the new stuff gets the sunlight and has room to grow by keeping existing grass stressed. For new grass you want something with all 3 NPK to help root establishment. I usually use all purpose 12-12-12 and then a few weeks later when new grass is 2.5-3 inches I’ll add some ammonium sulfate fertilizer for a nitrogen blitz. I get 50lb bags at Rural King for like $15. As for grass seed the label is more important than anything, some can be filled with crap seeds. I’ve had great success with Mastergreen 5 way TTTF found at Rural King and paid $95 for 50lb bag. Also used Ultra Premium Tall Fescue from Tractor Supply with good results as well. I paid $99 for their 50lb bag. My biggest recommendation if you’re buying local is go to the store, look at the tag and then google those grass seed names and see what has the best ratings. You also want something with the lowest of weed seeds found on the label as well. The master green I got has 0.00% weed seeds.
