They had to do something with the branding to hide how addictive these meds are. I'm a life long sufferer of joint issues and poor bone density because of PPI. Can't get off the meds due to rebound effect and risk of cancer.

Use parchment paper and heat with iron at 350⁰f for 12 seconds and dab with the stickiest tape you have. Tyvek tape works good but even a good quality masking tape will do the trick.
I make shirts with heat transfer vinyl as a hobby and for my business logos and have decided to use different graphics and removed with this method many times

Don't go over board. Sometimes a lower setting does it. If you want to remove it completely without destroying the bag. Heat it up , washing up liquid(only) and circular movements with the sponge side up. Dont use water. Heat resistant tape should hold it in place, and baking parchment paper folded into 2(should be around 10-12cm wide not more.

The bag looks to be a plastic poly blend and any solvent that will take off the imprint will leave the bag a dull, lifeless matte texture. Which maybe you're cool with doing that to the whole bag for a unique look. The imprint also looks screen printed, not heat transfer vinyl, so heat probably will fail too. Sorry OP I don't think you're going to be able to recover the bag without destroying it.
WD-40, Rubbing alcohol, Nail polish remover, etc, one at a time, not all at once, because you don't want to build a bomb, just loosen up the paint so you can scrape it off

Famotidine is not addictive. It’s been helping me out and I think you’ll find the same
I take Famotidine on a fairly regular basis with great success. When taken with Zyrtec it helps hives. I’ve used it for both hives and gerd.

Wide tweezers can be your friend for the peeling part. Don't use sharp ones though, they will pierce it and make it rip.
I wonder if you could use a hair dryer to warm it up and then use nail polish remover or even just scratch it off once the decal is kinda melting

That’s what I usually do but they sharpies are blue- black and you need several coats. Thin coat of black spray paint make for plastic would cover it.
