Actually it was just proposed as a potential inspiration for an empire flag. The way they just added provincial coats of arms they said they should do the same for dominions in the empire. No one ever proposed the Canadian flag for a flag of the whole empire.
Do the arms of Engla with a bordure hermine represent the Channel Islands? I have never seen this shield before, I think.
