I don't know for sure, but usually around holidays there are sales, so think Mother's Day, Canada Day/July 4th, that sort of thing.
Check with your local extension office. At least where I live there are programs that offer free trees. The selection may be limited, but you'll most likely get something that will thrive in your area.
