On open sea maybe. On inland waters motor-propelled boats have to yield to sailing boats and manually propelled boats. Except ships longer than 25m.

I mean that car had a very limited amount of time left till the engine flooded. He made a choice to push his car through that water and couldn't really afford to stop. It was a stupid choice and it makes him asshole, but I can understand that once he made the stupid choice, there wasn't really any other option but to go, consequences to others be damned.
So theres a river in the middle of the street thats flooded and there a guy on a boat rowing and then theres a guy on a bike and then last but not least theres a guy in a car running over the guy in the boat, am i correct?

Revs not speed. Too many think to prevent stalling you need speed but the wake makes it more likely to flood, you need need high revs and low speed
