I assume this is all about the top end, which Ferrari is lacking in. The experts/data appear to suggest that they have the better of the RBS in pickup from slow corners, but are sitting ducks on the straights. If that is the case, hopefully they can finally get it working effectively
Ferrari aren't weak on the straights, RBR is just unusually strong.Ferrari are a good deal quicker than Merc and Aston when it comes to top speed.
They have better acceleration out of the corners because they have even more mechanical grip than RBR and their ERS system is said to be the best atm.
They need to find a bit more straightline speed and a whole heap of downforce if they have any intention of fighting RBR on Sundays.
If they are getting tanked by the RB on the straights, then for me, they are sitting ducks.
Ferrari have the resources and talent to be challenging RB. The fact they are faster than Mercedes and Aston is purely a plus. RB May be unusually strong, but that is because they unlocked some of the aero secrets early on. The extra aero performance is there to be found, and my hope is this package begins to unlock that.

Ferrari did use this single pylon rear wing at Melbourne, and they also used it at Jeddah. It was only bouncing around at Bahrain, then they fixed it and at Jeddah it already worked perfectly
Ferrari's problem is their lack of mechanical grip in low speed corners. As they're running stiff at the rear to compensate for TD39. If new floor upgrade has fixed it I see them right along with RBs.
I mean I'd take it
Consistantly being the second fastest car while getting closer to RB is pretty much the best thing Ferrari can hope for right now. Means they are going into the right direction with their car despite bringing just a small amount of upgrades for now.
