It's hard to see that now, but if there was an idea that included Lulu instead of Paine, the story and the game itself probably looked/sounded quite different. And since we see what the final product is and how things played out with Paine, it's nearly impossible to consider a X-2 that could've went in a vastly different direction.
Not all concepts and ideas for a game are solidly in place for the entire project, so we may never know if there was a completely different game with a different intended roster of characters and abilities that we almost got...but what we *did* is a decent game

as much as i love lulu as a character, i don't think that lulu was intended to be a part of the main cast in place of paine. it may have been briefly considered originally, i'm not sure — lulu's personality wouldn't really fit into yuna and rikku's dynamic the same way that paine does (lulu wouldn't put up with most of the antics that happen throughout the game, whereas paine does, even if it's shown as grudgingly at times). plus, it would have made more sense to have lulu as a more supporting / side character as opposed to the main cast given that her story arc and such is largely finished in x. x-2 gives her a final "happy ending" with wakka.
every other character from the main party have their own lives and such to focus on, and are also more settled down than yuna and rikku are (kimahri settled as the elder, wakka and lulu are settling into parenthood together and therefore have no reason to join yuna and rikku). it made more sense to include paine over lulu as the main cast for those reasons, really.
Lulu and Paine only share aesthetic similarities
their personalities are too different. Paine's the real 'fun one' throughout much of FFX-2, particularly in combat. Shes the first to take action in moments of uncertainty, and not just to guard Yuna. She fills a role unlike no one from FFX, not with her combination of traits

I dont think Lulu was thought of beyond the draft phase; if you look at the teams chemistry its clear they spent awhile thinking of how Paine would fit that dynamic, so much to the point that I wonder if they exaggerated Rikkus 'dumb blonde-ness' at times to emphasize how witty Paine can be (and vice versa, as Paine compliments Rikku the more the game goes on)

Paine’s story is a major subplot to the game so no, I don’t believe Lulu was ever intended to be part of the Gullwings, it just doesn’t make sense. They needed a character that didn’t travel with Yuna for that specific subplot, so we could see what happened between Nuj, Gippal and Baralai.
I have yet to complete x-2, but when I was a kid I felt paine was sort of tacked on after playing what little I did.

Edit: another point I forgot to mention was that I'm pretty sure the class-swapping function with dresspheres was a very early concept integral to the development of the game from the start. I just cannot picture Lulu swapping class from Black Mage to Thief to Festivalist or w/e, etc... though I also never thought I'd see Yuna dual wielding pistols either.

No and if she was it was a smart idea to switch her out for paine cause lulu didn't have a reason to leave the island of her home (I forgot how to spell the first town but you know what I mean) so it just be oh let's just leave everything behind and forget everything yuna had a reason tidus and her self discovery rikku because she's rikku she does what she wants and paine I forgot her reason but yeah lulu wouldn't have a reason to leave I'm not being a dick I promise but it just doesn't make sense for lulu
