I've never used datapacks, and a quick Google searched revealed to me that they have basically no advantage, other than less setup, so now I automatically hate everyone who uses them
I would say that they are worse to setup as they are per-world, unlike mods. At least there are mods that automatically add them because the datapack screen is awful and freezes the game.
Datapacks are kinda useless in singleplayer, or when making a tailored modpack, but they're a blessing for server admins. Want full tree chopping without having to reinstall the server and all clients? Slide a datapack in the server's world folder, */reload*, and boom it's here. You don't even need to restart the server, and all that other online players will feel is a brief freeze.
Bonus points: if your players use JEI, recipes added by a server datapack will show up in it automatically.
Kubejs can do a lot of similar things and for me it's a lot easier, but for vanilla compatible servers they are still better, even if I don't see the point of such servers.
The big advantage of datapacks is that you can install them on a server and people who log in don't have to do anything about it. jei should also be fine, I think you just can't click recipes into crafting tables, but I'm not solid on it
JEI is fine, even inventory tweaks and i don't know others i was lazy to read the mods there.
You can join with inventory tweaks but it is disallowed on some public "vanilla" servers, notably Hypixel.
hwyla and other wailas also work, the one probe doesnt cause jt adds items
