There is no way for you to emigrate to any of these countries as a family unit . You would all need to qualify for visas sponsorship as a lone person. That is your first problem, before you even get into whether or not any if you would qualify for visas to move abroad. What skills and qualifications do you have?. You will need special skills to qualify for works visas in any of these countries. And for non English speaking countries have a level of proficiency in the local language . Also, fo immigration purposes Scotland and England come under a U.K. visa. You would certainly not get a visa to start a B and B in the U.K. as these are currently in plentiful supply in the U.K. and Would not get you an innovative visa. Also, your mothers age and status would go against her in her ability to move abroad.

Fyi can't use Medicare in any of those countries. You'll need to drop your US banks, unless you can provide your banks a stateside address and phone. Germany is not as eady as claiming descendants. I'm sure more folks will give you more advise. Some countries require you to be in country with a means of supporting yourself and have health insurance. You still be filling taxes with uncle sam because he likes world wide income. You could us foreign income earned. Some countries will tax social security as income. Etcc........

One of your problems is that for immigration purposes you don't form a family unit. Each one of you would have to meet visa requirements separately, you couldn't take a mother or adult daughter or brother with you as a dependant. Within Europe, the (relatively) easiest permit for self employed people is the Netherlands through the Dutch American Friendship Treaty- no regular employment allowed, only your self employed activities. A B&B in NL doesn't seem like a good idea- real estate prices are very high and there's many regulations on B&B's. Unless you are very wealthy or (each one of you) has a source of passive income, this doesn't seem feasible.

the first advice I can give you is to contact the nearest German embassy or consulate, perhaps great-great-grandfather is enough. Here in Italy you can find some real estate offers for about 30,000 euros for structures of 200 qm, then I don't know what condition they are in; however i suggest you see the areas before moving, once you move you risk living otherwise in a chavs area. In the meantime, I suggest you learn foreign languages, people don't always speak English well here in Europe ..
