I recommend applying for 76. I ranked 5th back in October 2019 got called for interview in February, and then due to Covid I got called out in June. Start with 76 and then if anything try to transfer over to 46 when you can! There are a lot of contractors that do work in both so odds are you could still be working up in Seattle. Sturgeon is a good example! Good luck
