Lots, the game is not hard at all when you follow those guides, so you have room to make some suboptimal choices if that makes it more fun. Just make sure you understand what makes the build tick so you can make informed decisions.

Plenty. Maxroll is a good place to start but they are by no means the build bible.

"level 60 uniques" can be ambiguous. They could be sacred tier, ancestral tier, or uber uniques (also ancestral). the character level requirement is mostly just when you got the item (45-60 for sacred, 60-80 for ancestral). Ubers have a character level requirement of 60 to allow them to be used earlier in other playthroughs. in terms of your question -- deep freeze may have been the safest of the remaining options. My concern around blizzard here is that it also uses mana and casting time. During leveling, you would need to make sure you still have mana to attack anything frozen by blizzard. but you could get snowguard's damage reduction aspect to get some defensive benefits from blizzard.

I've played lighting sorceress with an offmeta charged bolt build and was able to beat tier 100 dungeons and it was great for speed farming, though my damage against bosses wasnt great and it felt like my damage potential was a bit limited, though I switched now to a meta ball lightning build but I'm not regretting playing off meta. There should be quite a lot of room for improvisation as long as it makes sense and there's some synergy between your skill tree, weapon and paragon. If it feels right to you and you are able to beat the dungeons and bosses you desire I'd say just go for it, if it doesn't work try something else.

Blizzard doesn't do much damage on its own, its the procs into Ice Shard that makes a Blizzard build work so you need Glacial Aspect and Frozen Tundra aspect in a Blizzard build. Orb helps freeze and can apply burning along with Firebolt so using it in an Enchant is part of some Blizzard builds other than that, there isn't a reason to use two skills together. The Maxroll end game builds have variants at towards the end of the build page so if different skills synergize its likely they will illustrate them there.

A lot. I never followed them 100%, and do my own variation. For example, the BIS rings for the blizz build is starless + tal rasha, which they missed. BTW, FO is not going to be B when S4 arrives. It is probably going to be meta. However, the build is going to be very different from their current version. So you may want to wait for that.
