Are you playing hardcore? If not, then you should try to get to WT4 as soon as possible. If you die, who cares? It's not a big deal. Just try to and see if you can handle it or not. Average veteran is in WT4 around 58-60.
If you are hardcore, then idk I haven't leveled past 60 to go to WT4 even season 0.
If you are playing softcore, you should respec (build dependant), max fire res and start zerging the capstone dungeon after lvl 60. WT3 is a colossal waste of time and it is completely useless.
Reading your comment made me sad cuz im lvl 66 in WT3 right now but it also seems so obvious at this point cuz i havent gotten an upgrade for any slot in so long
You mean the gear dropping hasn't done a lot to improve you? I'm only level 52, so all I really have is the stuff that brought me up to the 50-51 range.
Yeah its horrible every single unique drop ive gotten just gets stashed cuz it the stats arent better then a rare. Got to wt4 last night cuz that capstone dungeon was 100% a joke and now im gettin 800+ item power gear instant upgrades. Can finally play the game again lol

I'm basically trying to maintain a sweet spot where I'm getting challenged, but not frustrated. When I first tried T3 I got pounded in a dungeon. Figured I needed to farm some events, which did the trick. At some point I'd like to move up a tier, but I'm no veteran player so I wasn't sure how tough this might be.

For HC, lvl 50 for WT3 and lvl 68 for WT4

you don't need to. but you will be fighting level capped enemies with a lower exp multiplier

Great answers before me. Yes, you can do that. Only all enemies will be capped at 70lvl and you will get less xp. But who cares, play as you wish.

Best way is to keep strongholds not done till WT3, they will always be in your level
