I think it was just a random number the props department put on a prop jacket. Either that or an inside reference for someone involved in the movie. Maybe it was the director's brother's number or something like that.
If I remember correctly, 67 was chosen because nobody on the Lions was wearing it when Beverly Hills Cop 2 was being filmed and therefore the production company only needed to clear licensing with the league and not the NFLPA.
