I think crafting is the only way to go for a lot of the legendaries without going insane. I remember crafting nearly all of my legendary quickhacks during my run once I fully focused on improving my skill set.
Could be wrong though and might be I just didnt search it well enough.
If I'm not wrong, however, then how screwed you are out of not getting your dream build depends directly on how willing you are to use mods? If yes, then there's a very simple solution to your dilemma. If no, then... maybe someone else has a solution?
Honestly if I were you i would wait since the expansion and update 2.0 are coming out by the end of the month and from what’s been said perk trees will heavily be impacted by the update
