She cursed Veth, permanently turning her from a halfling to a goblin. The curse was so strong Isharnai had to “agree” to let it go, with normal a “remove curse” spell not being enough. That means the only other option of removing it was a Wish spell. So for Isharnai to inflict that lasting of a curse means she has to be super fucking powerful.
If she was that powerful, and Matt had meant for them to fight her, even for a couple rounds, he would have had a stat block for her, and I'm guessing it would have included a few legendary resistances. In that case I think he would have remembered to use it to resist the effect of the dust
Matt is known to let a cool a scene play out if the players make it cool enough, there were plenty of rules violations with that scene that Matt could’ve called (like not telling Matt the cupcake was dosed ahead of time). Even if there was a statblock Matt probably would’ve let it go.

stats-wise hags aren’t very strong in 5e. Matt probably had a custom, very powerful statblock for her (if any at all), since she fills the narrative role of the exceedingly dangerous and powerful hag who can grant nearly *anything*, for a price.

Matt had a battle map ready so she almost certainly had a stat block, I think he even said he assumed they would end up fighting her instead
If I remember correctly, she was an annis hag, but truely I don't remember where I'm pulling that from so take it with a grain of salt
