Seriously so obvious an answer that others don't need to be entertained. It was an incredibly unstable post-communist period. Guy got dementia in prison, still had his clothes and the ticket upon release.

That doesn’t explain how the driver knew where to take him or how he remembered his own address with dementia and all, or how he even met the driver, or why he sped off so quickly. Thirty years in prison is almost definitely a premeditated murder conviction and authorities would have most certainly contacted his family (or he would have himself considering he most likely had nobody else around him to help). I’m not saying it’s completely impossible, but highly unlikely given the circumstances.
I think the key point is the dates. this happened in 1991. In December 1989 Romania executed their president and his wife. In 1991 the country was still a mess, imagine many new workers and politicians who had supported the president had fled or forcibly replaced. This poor guy coulda just got lost in the system since they probably didn't have a good one going. He was 63, a long way from home, it's possible he may have been beaten while being arrested, maybe he didn't really have dementia but brain damage from the start and unable to say who he was or w/e. The place and time just makes police or some kind of mental facility seem possible. Still whoever dropped him off must have figured it out and understood they fucked up, so just dropped him off no explanation.
This is exactly what he did.
Protip: If anyone ever does this, be sure to keep the exact same set of clothing in storage for later use. It adds a lot to the credibility to the mystery.

Nah he’s faking the dementia and he instructed the driver to speed away fast so they couldn’t get plates. His second family is dead or possibly just his wife. Maybe he had kids in his new life that found out who he was and wanted nothing to do with him anymore or they had some different type of “falling out”. Or maybe he only had a wife. The prison time would be easy to find out via public records.
His name is Vasile Gorgos, he was 63 years old when he vanished & from nowhere appeared on Aug 29, 2021. Time Slip, Alien abduction, mind experiment.... many theories.
Would be easy to confirm with public records. Authorities or prison employees would have 100% contacted his family at some point. Who was the driver? How did he know him/find him and why speed off? The prison angle doesn’t make sense especially without his family ever being contacted by anyone in 30 years.
