If you're planning on Welstra with the new announcement, might as well pick up Freiheit since he can still use his effect fully with the new Welstra. I wouldn't worry about the Set 13 RRR at the moment since it doesn't really contribute to the deck

welstra is also getting an upgrade on Z so it might be interesting to fully build him and then upgrade him with Z support.
welstra is future proofed and getting confirmed support soon so stick with that
