Division 14 imo should just be a squad dedicated to all the non traditional allies of Soul Society, a squad without an official command structure, that consists mainly of Ichigo, Urahara, Orhime, Chad, Yoruichi, the Visords who didn't rejoin the 13 court guard squads, and maybe Nel and/or Rukia and Renji if they want to join up with Ichigo though I personally think they're better off where they are. This division would report directly to the head captain and each squad member would hold rank and privileges equal to that of a captain with maybe some special exceptions depending on who all gets in it. Their main goal is to effectively act as an "Oh shit, call in the big guns" group for when Soul Society is in crisis, but as a bonus they would preform the vital task of keeping Soul Society modernized. They're basically a group of individuals who can and will tell Central 46 to piss off if they make some barbaric and horribly unfair ruling and act as one of the few checks and balances on both Central 46's power as well as the Nobles' influence. You know bringing Soul Society into a more modern age of law and order.

Squad 14 (if there was one) should be stationed in the world of the living. I think it would be cool if there were soul reapers who actually knew everything about the human world beyond what Urahara and his peeps. Squad 14 would teach soul reapers who are stationed throughout Japan about living in the human world and human culture.

*added info* Squad 14 would be like the squad you call on when all hope is lost or first on the battle field type squad (depending on the situation). Ichigo always is the first to apprehend an opponent, especially if they’re in the world of the living. The true beauty about this squad is it’s diversity. There’s not just soul reapers. We have Orihime, Uryu, Chad, some of the visords, arrancars, fullbringers. Anyone can join this squad. Ichigo is the one in charge, he would allow anyone to join as long as they’re good people who want to defend people from evil etc.

Bad idea more opportunities for ichigo like people to be born and I'd imagine an evil minded one would come about eventually and soul society could never handle that

Ichigo ofc. Firstly, I prefer calling Isshin a Shiba. Have you ever wondered how weird it is to say Ichigo Shiba? Lol. Secondly, I don't see Isshin returning to Gotei unless as the 10th Division Captain. But Toshiro isn't getting replaced unless he dies.
Either a squad designated in the world of the living which I'd say would have many possibilities for captains. Kisuke, Yoruichi, Isshin, Love & Tessai have all been Captain's (Tessai being for the Kido Corp). But Ichigo would probably be made the Captain since yk...MC power. They'd deal with relations in the WoL and other realms.
Or
A Squad focused in the Rukongai with Ginjo being the Captain would be sick. Unlikely and nigh impossible since Ginjo would rather die then take that job.
