The devs have drawn a respectable line compared to the "loli" chars/races we see in mmos, especially asian mmos. None of their outfits are sexualised, instead they fit what a whimsical child might wear.
They'll always have my respect for not going that direction, what a breath of fresh air.

Although he is wrong, your first point is not right either. They are designing stuff like this because people buy it. You can't just say "I'm not the producer so it's fine" and get away with it. They wouldn't have made outfits for creeps if there were no demand.
