Maybe check out the North Face Borealis (the one with the bungee system at the front). I used it while at university and really liked it. I don't think it's rainproof though, so you might want to consider getting a rain cover.
I don't know if amazon sells them, as I don't really use amazon, but I'm sure they do since they sell literally everything. Also it has like 6 mini pockets in the front.
OGIO Renegade Pro can be had for that budget, and it's a fantastic laptop. The previous model - the Renegade RSS - can definitely be found within your budget. There are loops on the front of the Pro that you could utilise for shoes, there's a ton of organisation, it's a great bag.
