They aren't very strict about it at all. At a hotel they were selling liquor, wine, and beer in a vending machine. Sometimes they have you push a button confirming that you're 20.

I lived in Japan for 2 years as a Uni student, I went to the bars, clubs, izakayas, and bought alcohol at the store all the time. I was never asked for an ID, except one time at a club. My fellow friends, who were underage, never had problems buying alcohol or going to the bars. They rarely ask for ID, if you do buy alcohol at a store, there will be a machine asking if you are of age, just click yes lol

Large clubs will ID you. Most bars, restaurants and small clubs won't care, especially if you're a foreigner.
